Vacuuming the database will free up disk space but shouldn't affect memory usage. Increasing the number of locks and buffers will increase the amount of memory allocated to DB server processes and can make the swapping problem worse unless it manages to get transactions to complete faster, increasing throughput of DB server processes. I'd try running with fewer DB server (miserver) procs. and allocating less memory to each of them.
