Stored Procedures - Who is in Charge?

We are just starting to use stored procedures in our production environment, and I just was wondering how these are handled in other companies. Does the DBA or the Programmers write the SP? Does the DBA or the Programmers debug/test/approve of their use? Who implements the SP when in development environments? " in production environments? What permissions do developers need to create new stored procedures? Any other insights would be greatly appreciated. We are currently using 5.03 on HP 9.04, about to upgrade to 5.05 and HP10.10 in production environments, and 7.13.UC2 and HP10.10 in development environments, so any quirks with these combos would also be greatly appreciated information.
