Translating with DrWatson… this can take a few seconds the first time.
This is a genuine, complex translation. DrWatson protects commands, error codes, and log output while naturally translating the surrounding text. It’s translated once and saved.

The Dictionary is the in core cache of information derived from the system
catalogue of a database (i.e. those tables with tabid < 99 such as systables,
syscolumns, sysindexes, etc). Added to this is some information from the
partition pages of that table.
This format of the catalogue is much easier to be used by 'c' code than getting
the information directly from the catalogue tables because it has been
convertent into 'c' structures and link lists.
This information is shared by all queries in the system. If the information for
the table is not in memory when the statement is being parced/optimized, then
it is built.
The onstat -g dic, simply displays some of the key information about the
dictionary cache pool.
