4GL oddity query

Nothing major, not causing us any problems, just a 'by the way has
anyone seen this before' kind of question, really.
IDS9.30HC5, i4gl 7.20 UD8, HP-UX 11i
We have a program that creates an explicit temp table:
"CREATE TEMP TABLE temp_printer (printer_name CHAR(20), printer_desc
CHAR(20)
.....and a couple other fields.
It runs, populates the temp table, does some other stuff - nothing
special, just handles a text file with the RUN command, FETCHES from
the table via a cursor, unloads the temp table to a file, it really is
totally inoccuous. Once it's done its stuff it wipes its feet, tidies
up, closes any files and drops the temp table:
"DROP TABLE temp_printer"
- where it falls over with
"SQL statement error number -242.
Could not open database table (txe.tmp_printer).
SYSTEM error number -106.
ISAM error: non-exclusive access. "
Now why should it do that? The user who ran the program that and hence
created the table can only be the only user using it and hence HAS
exclusive acess, surely? All I can see is that the cursor isn't
explicitly CLOSEd in the program, could that be it?
PS NO we can't upgrade to later IDS or GL - I've gone into this in
past posts and I have got brickmarkson my forehead where I've banged
my head against the (corporate) wall over it!
