The process that inserts the data into the table can perform the statistics update for the table at the earliest possible moment with no danger of being too early. Assuming that the data inserted will not exactly match the data which was removed, otherwise why do this at all, you will want to update the statistics anyway. The number of rows isn't the only thing involved, there is also the distribution pattern of rows.
