We use I-Spy (an informix product) that works quite well. There is a bit of initial thought that you must give when setting it up, but we like the results. The SQL can be logged to a file, or to a database and analyzed for response time, and even for set explain. Although marketed as being for data warehousing / decision support, it has been invaluable in analyzing our OLTP app.
You might also investigate Zero Impact SQL monitor. You put up a tiny W/S with a promiscuous NIC to sniff your SQL. The analysis tool built in to the app is better than I-Spy's.

I've checked the IIUG site and didn't see anything (but I didn't search that
