How Do I Convert a MiXeD-CaSeD column to UPPER CASE?

Can anyone recommend a technique for converting mixed-cased character
datatype fields to UPPER in an existing table without writing a
program?
Informix 7.x doesn't seem to have string functions available in SQL
statements. For example, it does not recognize SELECT UPSHIFT(COL1)
FROM CUSTOMER;
My objective is this:
INSERT INTO TABLE1 (LAST_NAME)
SELECT UPPER(LAST_NAME)
FROM CUSTOMERS ;
My attempt has included creating a stored procedure as follows:
********
create procedure upper( mixed char(40) )
returning char(40) ; define upper char(40) ;
let upper = upshift(mixed) ;
return upper ;
end procedure ;
********
Problem with this store procedure is that it doesn't recognize the
string function within the stored procedure... it thinks it is another
stored procedure called upshift, which does not exsist.
I'm still in shock that I can't use a string function in the SQL
statement? Any other suggestions????
