How are you planning to setup for recovery? You have several options:
- HDR - Replicate the production server on the DEV machine
- ER - Replicate the tables in the production server to a server on the DEV
machine.
- Wait for IDS 11.10 to be released in a week or two and use the new built-in
log shipping and roll-forward features to maintain a warm backup server on the
DEV machine.
- Implement your own log shipping scheme using ontape/onbar
- Use EMC Symetrics SAN level replication with a cold standby server on the DEV
machine

Unless you are using one of the IDS versions that have restricted features (ie
Workgroup server doesn't support ER, IDS Express doesn't support any
replication
IB) there's no additional cost any way you do it since you're licensed on both
machines already, assuming CPU-equivalence licensing.
If you want to use ER and have a restricted version you'd have to pay extra for
ER added to your license or to upgrade to Enterprise Edition for example.

Log shipping is the least expensive, strictly speaking. But may be the most
labor intensive. Especiallly using a version prior to 11.10. IDS 9.4x and
10.00 have partial support if you use onbar for archiving. If you use ontape
with one of these versions or use 7.xx you have to implement it yourself. But,
11.10 has log shipping/rollforward support built in so it even works if you use
ontape. Not sure if the 11.10 RSS secondaries will be available for the
restricted feature releases or not.
