You've misinterpreted the ONLOG output.
The update You see here (4044.,,HUPDAT... ) is actually an update of the
DATABASE TABLESPASE (0x100002) - 'internal' table, listing
all databases in the system
I've made my own experiment with 9.21 - no log records during the
dummy update (table not in-place altered)
