Yes, but you're all bloody Americans and you don't give a toss for ....... oh, sorry! Serious point for a sec; because this is actually the voting procedure, but none but the very largest European corporations are likely to send delegates to a conference in another continent (my medium sized stores franchise wouldn't dream of sending me, a contractor), it does tend to ensure that the issues that are progressed are those of concern to a) American and b) large users.
