MAX Buffers

Greetings All,
I'm currently in the process of migrating to a new box. Physical mem is 16
gig on the server. I'm able to bring the instance online using "BUFFERS
4096000" with "SHMVIRTSIZE 2048000". However, I would like to add another
250000 (4346000) buffers but I'm running into the error below. The machine
notes for 9.40 FC2 indicates the max number of buffers is 536870912 so I
know I'm not hitting a limit. Also, I have the following kernel parameters
configured as the notes recommend. I can increase the virtmem to 3 gig
with buffers set to 4096000 and bring the instance online with no problem.
Is there a kernel parameter missing that I need to change (and or
increase...shmmax?) that would enable me to add more than the 4096000
buffers?
