While it falls somewhat short in Windows bells and whistles, it is the only tool that supports truly visual, object-based and almost codeless n-tier development I am aware of (it comes bundled with lite version of BEA's TUXEDO). The thing produces applications that work with no changes everywhere from dumb terminals, all kinds of GUIs to Web. It natively supports all major databases (and ODBC, of course).
