Oracle equiv to 4GL?

Hello, I need to port an existing Informix 4GL program to Oracle. In the Informix world, the 4GL is Unix server based and interfaces to the user via the console (tty), and is text based only. Is there a similar development environment in Oracle? It will also be Unix based exclusively, (gui client/server with MS Windows is *not* in this picture). Thanks, Ken
