'set lock mode to wait' not working

I am unable to get 'set lock mode to wait' on SE 7.1 to work on HP-UX. The locks work. When I lock a table in exclusive mode, I am unable to lock it anywhere else. The problem is, if I do a set lock mode to wait, I am unable to issue a lock and have it wait for the lock. It fails immediately. Is this a configuration problem? According to the docs, this should work on this architecture. The unfortunate thing is, this problem makes using 'lock table' almost worthless.
