One of the things that we put in as part of big chunk was the ability to
have the chunk reserved pages to extend into the non-root chunk. We did
this because we needed to increase the size of the entries within the chunk
page. So we allowed the extents of the chunk pages to be placed in
secondary chunks.
We wanted to make certain that moving to big chunk systems could be done
with no migration effort and didn't want to risk the situation that we could
have gotten into by insisting that the first chunk be reorganized to make
space for the increase size of the chunk page.
