Delete Logical Logs

I am trying to delete some logical logs that are sitting in my rootdbs. When I use the onparams -d -l 1 command to remove log 1, I get "Can only drop an unused logical log". I am running version 7.3. When I look at my logs(onstat - l), They show U_B, which is used and backed up. How do I get them marked as "F" to delete them? I am also looking for some advice on the size of the logical logs.
