Kagel I think it should be further defined the 'number of concurent user connections at a time'. I've read some time ago that the number of concurent users is counted as the number of users using database server, including the number of users connected to a frontend to the server, i.e. if you have a middle tier application (or a transaction manager) that makes just 5 database server connections, but there are 50 users connected to this middle tier - you have to count for 50 user licenses.
