How to estimate query cost before execution

Hi, Our users can make own queries against a Informix 11 database. Sometimes queries are loading the server too much. Is it possible to build up some kind of "query cost" -service which returns an estimate how heavy the query is? Set explain to server file seems to be for slow and tends to have multiuser problems too. Perhaps it's possible to use information from sysmaster-database but how? Any other ideas? SET EXPLAIN ON AVOID_EXECUTE will do it.
