I grant you that it is not obvious, but actually the date conversion routines do need to access the error message files for some key information, to wit, the names of the days and the names of the months. These are message numbers -1200 and -1201, (and +1206 and +1207 give the full names of the months in 6.00). This is how the information is internationalized. Consequently, trying to use those routines without an operational Informix environment will lead to error messages such as -1228.
