To just read the descriptor for a blob and not pull back the blob I belive you can use the DESCR(column_name) in your select statement. You might want to checkout the ESQL/C programers guide (version 7.1) and look at pages 7-20 through 7-40 or so. It is a pretty good section on blobs and I think it has a sample of using DESCR.
