The kill -9 works on processes that are not in a critical section or not holding a latch. You can find out by doing a "tbstat -us" and see if the process that you are trying to kill is holding either of the two. Informix suggest using a "tbmode -z pid" to kill sqlturbo's, but the process must also not be holding a latch or in a critical section. There is no guarantee, however, from the time you issue a "tbstat -us" and either a "kill -9" or a "tbmode -z" that the process acquires a latch or in a critical section.
