What does sysindexes.clust contain?

Who can tell me what the numbers in the sysindexes.clust column mean? I realise that low numbers mean clustered and high numbers mean unclustered, but what does (eg) 4000 mean? 4000 whats? Is 4000 acceptably low or unacceptably high? If one wishes to write a utility which trolls through sysindexes looking for tables which could do with reclustering this weekend, what should one look for?
