/.rhosts file is for only root. If you want other users to access other server via rloing, you need to have .rhosts file in uses $HOME directory. Or, create /etc/hosts.equiv file.
In this case, you might want to add hp6 in hp1:/etc/hosts.equiv file. This will allow hp6 to access hp1.
