Error 908 - Connection Refused on remote server

Total Informix newbie here - though I work on Oracle and Sql Server
daily. Myself and someone at another company are tasked with getting a
db connection going from our network to theirs. Unfortunately, neither
of us has any Informix experience.
We're both using the IDS 10 free version - at this point we're doing a
proof of concept for a project. Both sites are installed on a Windows
2000 server. They are not part of the same domain.
Using dbaccess I can connect to my local Informix database without a
problem, as he can connect to his. What we can't do is get it
configured so that I can connect to his database via dbAccess.
We've configured the firewalls so I can ping & VNC into his server.
I've set up a Registry entry for SQLHOSTS on his machine:
HKLM\\Software\\Informix\\SQLHOSTS\\ol_<their_instance>
HOST <their_IP_ADDRESS>
PROTOCOL olsoctcp
SERVICE Informix66
I tried creating a hosts.equiv file on their server
\\windows\\system32\\drivers\\etc with lines for my machine name,
my_machine.<domain>.com, my IP address
No matter what I do I'm getting an error:
908: Attempt to connect to database server ( <name> ) failed:Connection refused
I've read through the books online trying to find a solution, and have
googled this 9 ways from Sunday. I'm really stuck here, not sure what
else to do. If someone has some advice to offer, or can refer me to a
better set of documentation or a book that might help out, it would be
greatly appreciated.
