We too had the same situation (on AIX however). The problem could be
located in the NETTYPE parameter; there is a value for max. connections.
You could try to increase this value or find out if this is the problem.
(onmode -z some of the SHM-connections and try to connect again).
The example of the according $ONCONFIG-Line (20 concurrent connections):
NETTYPE ipcshm,1,20,CPU # Override sqlhosts nettype parameters
