hanging on a close_wait

We have a new interesting problem. I have a program that will connect to an Informix database on an E3000 running 2.5.1 through a tli connection. It does a querey and returns the data to an Ultra 2 running 2.6. The problem is that every other time I run the program, it hangs for about 30 seconds before presenting the data. We used a snoop to determine that all the data is sent from the database server back to the Ultra 2 but for some reason it just hangs for around 30 seconds. Netstat -an shows that the database server is in close_wait and the Ultra 2 is in fin_wait_2. This would indicate that the database application did not send a close and the fin is never sent to the Ultra 2 which would then release the connection. The wierd thing is that the program works every other time, meaning that the querey is done and the connection closes. The very next time we run the program it will wait. Just wondering if there are suggestion on what I could look for to see what is causing this to hang every other time.
