4gl debugger

hallo, I have 15 4gl files ( all reports ) and one for the main. With the debugger i can't debug the report. I debug the main, and write ' step into ' .The cursor is on the REPORT ... but with F3 (step into) is the cursor of the END REPORT. ( The report programm and main must be int the same file ??? ) thank you
