Step 1: upgrade!
You are using version 5.0x, and that is not NLS aware (NLS = National
Language S[upport?]) and only ever sorts in character code order. The ALS
(Asian Language Support) versions handle multi-byte characters and complex
collation sequences, but the standard products are 8-bit clean and do not
support custom collation sequences -- unless it was added to a late release
(say 5.04 or later) and I didn't notice it.
With versions 6.0x or 7.[01]x, set one or more of the LANG, LC_COLLATE,
DBLANG, DBNLS, COLLCHAR environment variables to create an NLS aware
environment. If the locale is set up OK, it will then sort correctly. Be
very careful -- you may not need to set all of these, and there may be some
other environment variables you should set, and the subject is confusing.
Read the manuals carefully.
If you wait for 7.20 or later, that should be GLS (Global Language Support)
aware, but I don't know when a Cyrillic locale will be available.
