I think Your IDS was started by 'root'.
You shared memory segments are accessible only by
'root' and members of the 'system' group.
Please, note, that 'onstat' is owned by 'informix:informix'
and doesn't have setuid bit set:
informix@db-1:~$ ls -l bin/onstat -rwxr-sr-x 1 informix informix 3148230 Mar 21 19:08 bin/onstat*
informix@db-1:~$ ls -l bin/oninit
-rwsr-sr-- 1 root informix 8497828 Mar 21 19:08 bin/oninit*
Note, that 'oninit' os owned by 'root' and has setuid bit set.
This is why in Your case 'oninit' is able to access Informix
shared memory segments, and 'onstat' - unable.
When You start IDS under 'informix', 'R' and 'V' shared memory
segments are owned by 'root:informix' and have 660 permissions.
