I tried this on an old NCR Tower using INFORMIX-SQL Version 2.10.00A.
It accepts 02/29/2000 as a valid date.
Here is the script I used and some output:
create database datechk;
create table datechk
( recno serial,
recdate date );
insert into datechk values ( 0, "01/01/2000" );
insert into datechk values ( 0, "02/29/2000" );
$ isql datechk -
> select * from datechk;
recno recdate
1 01/01/2000
2 02/29/2000
