If you want these 2 keys to do the same thing in your 4GL code, then why don't you just change the code to look for both keys? If you mean that the prospect of changing all your code is a mammoth task, or you don't have the source code, then what does the code look for now? What sort of terminals do your users have? For example, many terminal emulators would allow you to remap the output of F9 to be the same as the Enter key.
