this looks like Bug 97140:
IF DBSERVERALIASES IS DEFINE WITH MORE THAN 8 ALIASES THE ENGINE ABORTS
DURING THE ASF INITIALIZATION PHASE WITH ERROR 25507
This bug is fixed IDS 9.20.UC1 according to the release notes. Don't know if
there is a fix in 7.x
