No, cursor stability does not imply anything about cross-transaction behaviour. Cursor stability means that the row of data which is current for a cursor will not change while it is the current row. Once the cursor has moved onto another row, the row may be changed by other people or programs, but while it is the current row, it cannot be changed. This applies for both cursors FOR UPDATE and ordinary cursors (in Informix, at any rate). Informix supports cursors WITH HOLD to maintain cursor positioning across transaction boundaries.
