performance problem with ontape -c

Hi there,
I have an intermittent performance problem associated with
ontape -c. It grabs CPU resource as evidenced by the unix ps commandwhere ontape -c averages 70% to 90% of CPU utilisation. There's 34 logical
log files and on average only 2 go to tape per day.
vmstat shows 0% idle CPU resource perpetually when it's usually about 50%
idle.
Any ideas would be greatly appreciated.
