It's a feature! Read the release notes, which should cover this
in excruciating detail. Put simply: fragmented tables don't have
rowids unless you specify WITH ROWIDS when you create them.
Perform relies on rowids to handle updates, etc. When it is run
on a table which doesn't have them, it fails.
It won't affect I4GL cursors unless you try using ROWID in your
I4GL code too.
