Sacego Sorting Problem

I can't seem to sort the below select by columns 1,2,3,4? The first is an
integer and the others are characters. If I sort by 2,3,4, the sort works;
but, 1,2,3,4 seems to be ignored. I say ignored, because if I take out the
order by clause all together the ouput is the same. The budget unit is
3300 for all 163 rows retrieved (I have it there because some repcodes
provide for more than one budget unit), so I would think that the sort
would effectively be the same as 2,3,4. But, it isn't? I ran bcheck on
all the .dat & .idx files. Any ideas?
