Big System... Is Oracle Forms Good?

Is Oracle Forms a good tool for developing complex client-server applications that will have high volume (say, 1000 simultaneous users)? Is so, why? If not, why not? On a complex system, does one still get the "performance payoff" that the 4GL/screens-handler promises? If not, why not? What sort of gotchas are out there? Has anyone out there done a large Oracle Forms project and had it succeed or fail? Would one be better off with C or C++ under a transaction manager? How about software complexity?
