No, it isn't. To provide this would require the engine to go through the entire set before the client has either opened the cursor or fetched the first row. This could be remarkably inefficient if the client actually only wanted to see the first 10 of the set. If you need to know this number you need to do a select count(*) ... before opening the cursor.
