The optimizer has to lock the table when scanning the distributions for queries. Update statistics medium or high can also grab locks. After upgrading to 7.31.UD4, some of our customers did see an abnormal number of locks on sysdistrib until they dropped them (UPDATE STATISTICS LOW DROP DISTRIBUTIONS) and recreated them. We could not reproduce this, and I never was able to accurately diagnose the problem, though.
