d4gl apps won't run on client except when...

Hi everyone. We've been stuck with this one and I hope somebody could
help.
This is a bit long so begging for some patience....
We have a 4gl app. that we just converted/compiled in dynamic 4gl. Our
setup is as follows:
1. client (w/s) using telnet/wtk connects to NT server via Ataman
Rlogin service.
2. Once logged in, user runs environment batch file and runs application
by
"fglrun app.42r"
We're using IDS for NT 7.31 TC1 and Dynamic 4gl 3.0 UC1. The server is a
DELL Poweredge 2300, 1 CPU, running NT 4.0 SP4.
What we've done so far.
1. define users on NT and Ataman.
2. for each user, logged in locally to NT and ran Informix setnet32 (on
instructions from Informix tech. support)
3. Set the variables INFORMIXDIR, INFORMIXSQLHOSTS, INFORMIXSERVER,
INFORMIXSERVICE, etc..
4. telnet to the server
5. run a batch file containing the environment variables.
6. run the application BUT program stops at the line containing the word
MAIN
We observed the ff.
1. If we log on remotely using user informix id, we can run the
application from the client machine.
2. If we log on remotely using any other id (ex. homer), we cannot run
the application.
3. However, if (homer) logs on locally to the server BEFORE he logs on
remotely, then the user can run the application. Even if he logs off
from the server locally, the remote connection is maintained and he can
start another session using telnet and run another instance of the
application from the client. If home logs off all his remote sessions
and tries to re-connect, the same problem happens, the application won't
run.
It would seem like logging on locally sets-up some environment settings
or permissions.

Make sure the database services are running on the NT Server, if there is a listener it should also be
running.
