NT 4.0, server

We are in the process of setting up a system based on Windows NT, Visual Basic and Informix. We have IDS running on a Pentium 300 with 96Meg of ram. I can connect to this server with Ilogin, ODBC and IECC. We have another server for development that will be used to mimic remote sites. This server is is a Pentium 133 with 40Meg of ram running IWGS. I can not get to this server with any of the remote tools that we have. I can manipulate the database from the local console. When we try Ilogin we get the error 908, Intersolve 3.01 says the connection was refused and IECC errors with "a network error will not allow a connection" (or something like that). I'm betting this is just a lack of experiance on our part and am looking for some ideas. The remote server will eventually replicate data to the 300Mhz server. I've been stuck here for about a week.
