dbload with d4gl/OWGS

Attempting to do a dbload to OWGS and it is giving me service or protocol not known. Generally a pretty simple feat. Am doing the command going through the D4gl workshop where I do the compiles, etc. If I try to do it from command line utilities in administrative tools, I get a not connected.
