With Art's correction that you should simply set LTAPEDEV to /dev/null in the onconfig file, this setup does make perfect sense on a development instance. You do want loging turned on for development purposes (you can't test without loging) but you often have no need for the backups. On a production environement this would of course be rather strange, but may be someone have a need for logging but no backup on some DSS type databases or in other very special cases. I can't realy think of any though. In production if you don't need backup or nightly backups are enough, you normally don't need logging either and would gain performance by turning it off completely.
