This gives me the same error on AIX 4.3.2 and IDS 7.30.uc6.
I am assuming that the engine is almost alway using this table.
Since there is always at least one record locked I would suggest
the following work around.
select partnum from sysmaster:informix.systabnames
into temp tmp_partnum;select max(partnum) from tmp_partnum;
This worked for me.

Well, I got the same error on IDS 7.3 UC8 on Solaris 2.6. The SQL worked
well when I replaced max with min or avg or count(*) which suggest that the
table is not locked. It seems that we have a bug with max(partnum) on
sysmaster:informix.systabnames only. Max also works fine with tabname on
sysmaster:informix.systabnames .!
