The only CASE tools I know of are what used to be called FourGen. And FourGen generates about 10x more code than you would if you were hand-writing stuff. And there's a non-trivial learning curve. And it's slow. I never liked it much (in case you didn't already work that out! :-) Otherwise I only know of code generators, of which there are dozens. I have been using Fourgen for about a year now. It is produced by a company from Seattle currently called HK Systems. In addition to the case tools, they market a full- blown business system built completely upon the fourgen case tools (which our company has just gone live with). I would tend to agree with "Obnoxio The Clown". HK's market point seems to be large shops with lots of programmers. The case tools enforce a consistency (albeit inefficient) upon the code.
