In ODS 7.X, this works for me:
ontape -N database_name
Oh, Ken, there must be no one accessing the database. So, all the
users have to be OUT of the database. Online needs to be able to
grab an exclusive lock.

Oh, yes, the dreaded "Long transaction aborted" --- try breaking
the update into "smaller" pieces and doing a commit after each
piece. My developer hated me when I told him he needed to do that.
