That's pretty close to what the tail of my /etc/system file says
(it's a Sparc 20 running Solaris 2.5.1):
* Only use 'set enable_sm_wa = 1' on sun4m machines (eg Sparc 10)
set enable_sm_wa = 1

set semsys:seminfo_semmap=64
set semsys:seminfo_semmni=1024
set semsys:seminfo_semmns=1024

I don't have any other active lines in my /etc/system file, and the only
difference is that I've got fewer semaphores than you do. I've never
worked out the significance of the enable_sm_wa flag; I don't know that it
matters.
Changes in /etc/system only take effect at reboot time, but I see that you
did reboot. The 'fatal error in shared memory creation' message normally
means that it is a Unix configuration problem, but not inevitably. Are you
using OnMonitor to do the initialization? Are you using LiveWire Pro or is
it an independent-of-Netscape OnLine installation? Are the disk
permissions set correctly. How many users are you configuring? You need
one semaphore per user (and maybe a few to spare), but it is unlikely that
you are configuring 4096 users.
