INFORMIX RDS Runtime vs Development

Hi all, Can someone tell me what is the difference between INFORMIX RDS Runtime and the Development version ?? What does the "runtime" version of a Development tool mean ?? I need to purchase RDS since I need the debugger, and I need to know which RDS to purchase. What can and can't I do on either ??
