You can find out who owns the database by using tbmonitor status/database
options. You can then discuss with the user why you want them to remove
their database. What happens if they won't remove their database depends
on the local policy about these things.
If it's "my" machine, the offenders are warned and given time (but not much
time) to recover their info using dbexport and drop it. If the database
remains in place, then superuser privileges are used to drop the database,
which means that I use root to su to the owner of the database and then
issue the drop database command.
If you don't have the luxury of being in charge of the machine and able to
do that, then you may have to take it up as an issue through various chains
of management -- heaven help you. You could always consider the advantages
of having to rebuild the system, or saying that that is what had to happen.
