network down error

We have a new installation of 7.24.UC5X7 on an IBM S80 and when we get around 100 users connected new users cannot connect to the database. Onmonitor gives the error "Network Down". When you check shared memory with onstat it says that shared memory is not initialized but when you try to initialize shared memory in onmonitor you get a message that it is already initialized? Any ideas?
